PRESS NOTE
Subject : Schedule for bye-elections to fill the casual vacancies in the
The Commission had announced the schedule for filling some of the
vacancies of Tamil Nadu, Karnataka, West Bengal, Uttar Pradesh and Meghalaya
vide Press Note No. ECI/PN/36/2009 dated 16th July 2009. There are a total of
5 vacancies in Karnataka in the constituencies, namely, 185-Channapatha,
166-Govindrajnagar, 40-Chittapur(SC), 183-Ramanagar and 222-Kollegal(SC).
With a view to fill the vacancies where the elections need to be conducted under
Sec. 151A of the Representation of the People Act, 1951 within August and
September, 2009, the Commission had announced bye-election for 185-
Channapatha constituency vide Press Release referred to above. In the
meanwhile, the CEO, Karnataka has brought to the notice of the Commission
that Bangalore Municipal Corporation election is likely to be announced in near
future and there could be a possibility of overlapping of poll period if the byeelection
for 166-Govindrajnagar AC which is normally due by first week of
October is to be announced subsequently. He has suggested that bye-election
for 166-Govindrajnagar AC may be taken up along with bye-election of 185-
Channapatha. The Commission has considered this issue and has decided to
hold bye-election to fill the other 4 vacancies also in Karnataka, namely, 166-
Govindrajnagar, 40-Chittapur(SC), 183-Ramanagar and 222-Kollegal(SC) along
with the programme for bye-election for 185-Channapatha constituency which

ELECTORAL ROLL
As regards Karnataka the present Assembly has been constituted on the
basis of new delimitation order and electoral rolls w.r.t. 1.1.2009 are already in
ELECTRONIC VOTING MACHINES (EVMs)
The Commission has decided to use EVMs in these bye-elections in all the
polling stations. Adequate numbers of EVMs have been made available and all
steps have been taken to ensure that the poll is conducted smoothly with the
IDENTIFICATION OF VOTERS
In consonance with the past practice, the Commission has decided that
the voter's identification shall be mandatory in the aforementioned bye-elections
at the time of poll. In order to ensure that no voter is deprived of his/her
franchise, if his/her name figures in the Electoral Rolls, separate instructions
will be issued to allow additional documents for identification of voters at the
time of poll in these bye-elections.
